Under general supervision, the Streetlight Specialist will Install, repair and maintain the City streetlight network. Performs other related work as required.

ESSENTIAL JOB FUNCTIONS:

  • Install and maintain streetlights and related equipment which includes poles, bases, piers and fixtures by pouring concrete, setting up pull boxes and other related equipment.

  • Install streetlight equipment such as conduit, transformers, and other electrical and electronic equipment either underground or overhead, by digging ditches, boring under pavement, pulling wire, shoveling, operating jackhammer, pole trucks, digging machines, and bucket trucks.

  • Work independent of others in dangerous locations, making safe decisions based on knowledge of Oncor, National Electrical Code (NEC), and National Electrical Safety Code (NESC) rules and guidelines while completing repairs to streetlights and circuits by connecting to energized transformers with the capacity of 7,200 to 14,400 volts of incoming electricity and 120V, 208V, 240V, 277V and 480V outgoing voltage, both overhead and underground.

  • Maintain records for completed and open work orders including materials, equipment and labor hours on computers in the field using CarteGraph and other related software programs, and ability to train others in the maintenance of the streetlight network.

  • Will train others in the maintenance of the streetlight network.

OTHER JOB FUNCTIONS:

  • Must understand and interpret Texas Department of Transportation (TxDOT), Texas Manual on uniform Traffic Control Devices (TxMUTCD), and Texas A&M Engineering Extension Service (TEEX) rules and regulations related to setup and maintenance of all work zone traffic control devices for performance of work.

  • Will maintain inventory on assigned vehicle/bucket truck.

  • Able to use an electronic locator to locate underground faults in the streetlight circuits.

  • Will respond to after hour calls for service as part of on-call rotation for street light knockdowns, burnouts, and electrical issues.

MINIMUM QUALIFICATIONS

Knowledge, Skills and Abilities Required:

  • Knowledge of basic low and high voltage electricity. Knowledge of NEC and NESC rules and guidelines. Knowledge of TxDOT safety rules and guidelines.

  • Knowledge and understanding of the Texas Manual of Uniform Traffic Control Devices (TMUTCD) and TEEX guidelines.

  • Knowledge of International Municipal Signal Association (IMSA) guidelines for construction, installation, repair, and modification of roadway lighting.

  • Knowledge of and ability to use common tools in mechanical work.

  • Knowledge of hydraulic lift equipment.

  • Knowledge of barricading principles.

  • Ability to maintain Confined Space Certification Training - portray role of Competent Person for assessment of potential hazards and monitoring of air quality during confined space entry.

  • Ability to learn various welding techniques.

  • Ability to understand specialized work management systems including CarteGraph software products.

  • Ability to learn departmental and emergency SOPs, JSAs and MSDs.

  • Ability to learn emergency operation Standard Operating Procedures.

  • Ability to receive detailed information through oral communication, and to make sound decisions using independent judgment.

  • Ability to communicate using verbal and written means.

  • Ability to use power tools such as jackhammer, backhoe, rotary hammer, mechanical ditcher, etc. Ability to work at heights up to 60 feet while operating a bucket truck.

  • Ability to work in an outdoor environment as well as an indoor environment. Ability to work safely in dangerous conditions.

  • Ability to lift 75 lbs. on a repetitive basis.

  • Ability to work various environments that may involve exposure to situations that require the use of personal protective equipment

  • Ability to work in environments that involves exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, and/or loud noises.

  • Ability to operate a commercial motorized vehicle.

Qualifying Education and Experience:

  • A high school diploma or GED

  • One year experience in Public Works Operations

  • Valid Texas Operator's License, Class "C"

  • Class "A" Driver's License or ability to obtain within six (6) months of employment. in electrical construction

  • Valid Texas Commercial Driver's License or ability to obtain within six (6) months

  • IMSA Roadway Lighting Level 1 preferred or ability to obtain within one (1) year of employment

  • Confined Space Certification is required
