Lieutenant Basic - Classified Status Employee ($22.72/hour-$67,919.38/year)

Lieutenant Intermediate- Classified Status Employee. ($23.82/hour-$71,219.38/year)

Lieutenant Paramedic- Classified Status Employee. ($25.22/hour-$75,419.38/year)

Lieutenant EMT Paramedic applicants: **$8,000.00 Hiring Incentive. The first $4,000 will be paid upon hire, and the second $4,000.00 will be paid no more than 30 days prior to completing the one-year probationary period.

Candidates hired without a New Mexico EMT-Paramedic license, but qualify for reciprocity, will receive the first $4,000.00 on the first full paycheck after receiving and submitting their NM EMT-Paramedic license to their supervisor and HR. They will receive the second $4,000.00 no more than 30 days prior to their successful completion of their one-year probationary period**

Job Description

PURPOSE SUMMARY.

Lead and supervise fire and emergency response operations, ensuring the safety and efficiency of personnel, equipment, and facilities. Coordinate and oversee fire suppression, emergency medical services (EMS), and fire prevention efforts. Manage the performance and development of firefighters through regular training. Responsible for maintaining station and equipment readiness, ensuring compliance with safety standards, and accurately documenting incidents and training activities.

If assigned to training, the position also develops and manages departmental training programs, evaluates their effectiveness, and ensures alignment with regulatory standards and organizational goals. Through strong leadership, communication, and collaboration with internal and external stakeholders, this position supports the overall mission of safeguarding the community.

ESSENTIAL DUTIES. This is a safety sensitive position.

If assigned to Operations 48/96 shift:

1. Leadership and Supervision

  • Coordinate the activities of an assigned fire company in a designated fire district or station.

  • Directly oversees a minimum of three (3) firefighters and may oversee career and volunteer personnel.

  • Evaluate the efficiency of career personnel by conducting regularly scheduled performance reviews.

  • Conducts training for subordinates in the use of equipment and methods of extinguishing fires, emergency rescues, fire prevention, and medical assistance.

2. Fire and Emergency Response

  • Respond to fire alarms, determine the nature and extent of the fire and danger to adjacent buildings, and direct firefighting crews accordingly.

  • Perform fire suppression activities, fire prevention, rescue, communications, and emergency medical care.

  • Respond to emergency calls and render emergency medical care while coordinating with fire and emergency medical personnel.

3. Station and Equipment Management

  • Inspect assigned fire station, buildings, grounds, and facilities to ensure compliance with maintenance standards.

  • Examine firetrucks and equipment to ensure they meet maintenance standards.

  • Assist and coordinate the maintenance and repair of county facilities, apparatus, and equipment.

  • Aid with ordering station supplies and replenishing emergency response supplies.

4. Reporting and Documentation

  • Compile reports of each fire call, listing location, type, probable cause, estimated damage, and disposition using personal computer and emergency reporting software.

5. Training and Development

  • Provide training for subordinates on fire suppression, fire prevention, emergency rescues, and emergency medical assistance.

6. Interpersonal and Communication Skills

  • Interact with fire and emergency medical personnel to assign and instruct both volunteer and career personnel during emergency situations.

  • Maintain substantial interpersonal contact with both internal and external customers, ensuring all interactions are conducted with respect and professionalism.

7. EMS Quality Assurance and Improvement (QA/QI)

  • Coordinate daily activities related to EMS operations in collaboration with the Shift Battalion Chief to support patient care standards and department goals.

  • Conduct reviews of patient care reports, documentation accuracy, and protocol adherence, providing feedback to assigned personnel to support individual and system-wide improvement.

  • Identify trends in clinical performance and participate in the development and implementation of EMS system improvements and training.

  • Respond to significant EMS incidents to assist with clinical oversight, support field crews, and participate in post-incident review and debriefings.

  • Ensure compliance with local, state, and federal EMS regulations, and assist in the preparation of materials for EMS audits or inspections.

8. EMS Training and Development

  • Coordinate EMS training activities on shift, ensuring personnel maintain certifications and clinical proficiency.

  • Assist with the delivery of EMS continuing education and skills verification in coordination with the department’s EMS Program leadership.

  • Mentor and evaluate EMS performance of probationary and field training personnel.

  • Assist in onboarding new EMS providers and support their integration into shift operations.

  • Ensure that EMS training activities meet state standards and department objectives.


9. Documentation and Data Management

  • Maintain accurate records of QA/QI activities, EMS training attendance, skills verification, and personnel feedback.

  • Support the department’s EMS data reporting requirements and provide summaries or reports as assigned.

  • Monitor and contribute to the accuracy and completeness of Electronic Patient Care Reporting (ePCR) documentation across the assigned shift.

10. Fire Operations and Incident Support

  • May be directed by the Incident Commander to support rehabilitation (rehab) operations during fire or extended incidents.

  • Assist with accountability, safety awareness, and general scene support functions as assigned during emergency responses.

11. Interpersonal and Communication Skills

  • Work directly with career and volunteer EMS providers to support performance expectations, continuing education, and mentorship.

  • Ensure ongoing communication with the Battalion Chief regarding EMS concerns, incidents, training needs, and personnel development.

If assigned to Training 40-hour shift 

Normal work schedule is Monday through Friday, from 8:00 a.m. to 5:00 p.m. unless training schedule indicates otherwise.

1. Training Program Development and Management

  • Assist in preparing, developing, and delivering assorted training programs and activities for the department under the direction of the Training Captain.

  • Research training programs, update existing ones, assist in the development of new curricula, and research new technology for tools and equipment.

  • Develop forms and appropriate reports for documentation of training activities for the department and individual staff members.

  • Review, revise, and update training reference materials to meet department needs.

2. Coordination and Supervision of Training

  • Coordinate and supervise activities related to training programs and ensure the availability of personnel and equipment.

  • Prepare schedules and coordinate attendance for training activities.

  • Supervise the delivery of training programs and evaluate Fire Department personnel's performance during training activities.

  • Supervise and evaluate recruits during the fire academy to ensure proficiency in firefighting, special operations, community risk reduction, and medical techniques.

3. Evaluation and Improvement of Training Programs

  • Ensure the currency and effectiveness of training programs.

  • Evaluate the effectiveness of training programs to ensure they align with departmental goals.

  • Evaluate new fire suppression equipment and training practices to ensure compliance with regulatory standards.

  • Conduct periodic departmental training needs analysis to identify instructional needs.

4. Compliance and Documentation

  • Maintain training and equipment maintenance records to ensure regulatory compliance.

  • Ensure all training reports are accurate, complete, and maintained according to applicable standards and practices.

  • Manage and maintain the Fire Department’s records management system.

5. Committee Participation and Task Groups

  • Serve on committees and task groups as assigned to address various training and operational needs.

ADDITIONAL DUTIES. Performs other duties as assigned.

QUALIFICATIONS. 

A. Education. High School diploma or equivalent. Associate’s degree in fire science or related field is preferred.

B. Experience. Three (3) years of full-time field experience, as a career firefighter, in emergency response. Supervisory or lead worker experience is highly desirable. Bilingual (English/Spanish) is preferred. The employee must be 18 years of age as of the first day of employment.         

                                                                                                        

C. Education / Experience substitution. As per County Policy.

D. Licenses/Certifications.

Required at time of application:

  • IFSAC certified Firefighter I and Firefighter II.

  • Licensed NM EMT-Basic; Intermediate or Paramedic or equivalent National Registry License (reciprocity must be obtained within 90 days) at the time of application.

  • If assigned to QA/QI 48/96 shift position: Licensed NM EMT-Intermediate-level provider.  Paramedic or equivalent National Registry License is preferred.

  • IFSAC Hazardous Materials A/O.

  • ICS 100, 200; and IS 700, 800.

  • IFSAC Fire Officer I.

  • Equivalent certifications may be accepted upon review and approval of the Fire Chief or designee.

  • Incumbent must maintain certifications and licensures for continued employment.

Must obtain:

  • New Mexico Class E Driver’s License or equivalent within three months of hire.  Must maintain a satisfactory driving record in accordance with County policy. 

  • Defensive driving course within three months of hire.

  • IFSAC Fire Inspector I within 12 months of hire.

  • Must obtain NM EMT-Intermediate within two years of hire.

  • Will be required to certify at the Haz-Mat technician level.

  • Must obtain and maintain Firefighter and EMT certifications for continued employment or be subject to dismissal.

PreferredNew Mexico Licensed EMT Intermediate or Paramedic, Fire Officer II, or Hazardous Materials Technician.

Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Eye Detect, background check, and maintain a satisfactory driving record in accordance with policy. Post-offer medical exam.  Must be able to successfully complete annual medical physical according to the NFPA standards.  Must be able to obtain and maintain a valid, federal Department of Transportation (DOT) physical exam certificate. Subject to mandatory drug and alcohol testing due to safety-sensitive duties. 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Skills in:

  • Operation of hand tools, power tools, ladders, hose, repair tools, first responder medical equipment, and fire hose.

  • The use of specialized software and systems, including a computer with Microsoft Office Suite, GIS Software, Timekeeping software, Public Safety Record Management software, and other associated software.

Ability to:

  • Analyze emergency situations and select effective courses of action, giving regard to surrounding hazards and circumstances.

  • Interpret information accurately and make decisions according to existing laws, regulations, and policies.
