Conducts various field investigations to determine causes of water service malfunctions, abnormalities, interruptions, and complaints; makes recommendations for repairs and corrections; explains causes of problems and recommends remedies for resolution; and performs other related duties as required.Examples of Duties:

Detects and locates leaks in water distribution and transmission systems and consumer piping systems with the aid of pipe locating and leak detection equipment;
Identifies various sounds of running water and distinguishes them from sounds and interference from other sources;
Determines whether seepage is due to leakage from the water supply or consumers' piping;
Collects water samples for laboratory testing to determine the source of seepage;
Computes and estimates leakage or usage;
Makes recommendations for repair of leaks;
Conducts water flow or pressure tests by installing and interpreting information from recording charts, gauges, meter devices, and other sensing instruments;
Participates in the establishment of a large meter testing program and assist with field testing;
Analyzes unaccounted for water data;
Prepares detailed maps and sketches for investigative reports;
Investigates complaints from consumers' water usage, quality, and other problems, and prepares reports and recommendations;
Responds to other routine requests, inquiries, and complaints; explains problems and recommendations to consumers;
Performs inspectional work on special projects to ensure compliance with plans, specifications, or agreements of work as assigned;
Instructs others in the proper use of instruments and equipment;
Estimates time, labor, materials, equipment, and cost requirements and reports on findings;
Determines the basis for adjusting excessive water bills caused by leakages;
Keeps records and submits periodic activity reports; and
Performs other related duties as assigned.
Minimum Qualifications:
Training and Experience:
A combination of education and experience substantially equivalent to graduation from high school, and
Qualifying General Work Experience:
Any work experience which may involve the basic skills: reading, writing, computation, and communication.
License Requirement:
Possession of a valid motor vehicle operatorâs license (Hawaiâi type 3 or equivalent) and any appropriate licenses or certificates as required of the position.
