DESCRIPTION
Under the direction of the Language Access Supervisor, the Technical Assistant, Language Access, General Education supports the coordination and delivery of language access services to ensure multilingual families have equitable access to school information and communication. This position manages interpreter scheduling systems for general education meetings and supports the coordination of interpreters, translators, and other staff using web-based scheduling and collaboration tools. The Technical Assistant provides operational support for language access services, including payroll processing, invoicing, equipment coordination, and logistical support for meetings, training, and conferences. The role assists school-based staff with software access and utilization and provides technical assistance to support efficient scheduling of interpretation services. The position also communicates with parents and interpreters to confirm appointments and support effective service delivery. This role supports the HCPSS mission and Strategic Plan by improving access to communication and strengthening engagement with multilingual families.
MINIMUM QUALIFICATIONS
A combination of education and experience may be considered.
Education:
High School diploma or equivalent.
Experience:
Five (5) years of administrative or clerical experience that includes scheduling appointments, managing calendars, maintaining records, and coordinating meetings. Experience requirements may be met by substituting education (up to a Bachelor’s degree) for experience on a year-for-year basis.

Education:
Bachelor’s degree from an accredited college or university.
Experience:
Bilingual (Spanish, Korean, or Chinese)
Experience working with multilingual families in the United States.
Experience supporting communication with families in an educational, community, government, or public service environment, including coordination of meetings or events.
Experience using interpreter or translation scheduling software.
Experience managing data using licensed software or spreadsheet applications (e.g.,
Google Workspace or Microsoft Office).
Experience working with interpreters or supporting interpretation services.
Experience coordinating appointments, managing calendars, maintaining records, and supporting administrative processes in a fast-paced office environment.
ESSENTIAL POSITION RESPONSIBILITIES

Manages department payroll, processes invoices, oversees equipment management, and prepares budgetary reports for general education language access services.
Manages the interpreter scheduling system for general education meetings, including parent-teacher conferences, school events, and other district meetings. Coordinates interpreter coverage to ensure timely language access support for schools and families.
Supports the coordination of interpreters, translators, and other staff using web-based productivity, scheduling, and collaboration tools to fulfill interpretation and translation requests across general education programs and district initiatives.
Provides technical assistance and customer service to school staff to support efficient scheduling of interpretation services and ensure staff follow established language access procedures.
Oversees equipment management, assessment scheduling, and logistical coordination for language access services and district events requiring interpretation.
Assists with logistics and materials for meetings, training, and conferences, and supports Special Education assignments and interpreter coordination as needed to maintain service continuity.
Communicates with parents and interpreters, sometimes in their native language, to confirm appointments and ensure interpretation services are delivered effectively.
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

Understanding of payroll processing, accounts payable/invoice management, and basic budgetary reporting.
Familiarity with federal and state mandates regarding language access in educational settings (e.g., Title VI).
Knowledge of complex scheduling systems and the logistics involved in managing a large-scale interpreter pool.
Awareness of school district structures, including the differences between general education and Special Education (IEP/504) requirements.
Proficient in a second language to facilitate clear communication between the district, interpreters, and non-English speaking families.
Expert use of web-based productivity tools (like Google Workspace or Microsoft 365) and specialized scheduling/VRI platforms.
High attention to detail in processing invoices and managing equipment inventory to prevent budgetary discrepancies.
Strong interpersonal skills used to provide technical assistance to school staff and resolve service delivery issues.
Ability to coordinate multiple moving parts—such as simultaneous interpreter requests and district-wide events—under tight deadlines.
Ability to navigate diverse cultural nuances and communicate with empathy and respect across various communities.
Ability to identify gaps in interpreter coverage and quickly implement contingency plans to maintain service continuity.
Ability to pivot between administrative tasks (budgeting) and frontline support (logistics and parent communication) as needed.
ADDITIONAL REQUIREMENTS
Working Hours
The duty day for this position is 8 hours including a one-hour duty-free lunch.

SELECTION CRITERIA
Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

EMPLOYMENT INFORMATION
Compensation
This is a 12-month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 21 on the Technical Central Office and School Based salary scale, $41,987 - $99, 325. Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.
Telework Program
This position is eligible to participate after the first 120 working days of employment. Telework schedules will be subject to approval and determined by the department and/or supervisor.
Retirement
Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.
