Job Summary
This position is responsible for providing technical assistance and oversight of small water system operations and maintenance. The position will work with other experienced professionals to help protect groundwater resources, specifically drinking water sources, in Clark County, WA. The nature of this work is conducted in both field and office environments. Key duties and responsibilities include:
· Conduct sanitary surveys and evaluations of small drinking water systems.
· Provide technical assistance to water system owners and operators, industry professionals, partners, stakeholders, and citizens of Clark County.
· Conduct investigations on potential groundwater and drinking water impacts.
· Perform well site inspections and provide oversight of water system installation and decommissioning.
· Perform water system data collection, analysis, and revision.
· Participate in the development and implementation of local drinking water regulations and policies.
· Participate in drinking water education and outreach activities.
· Other duties as assigned by the program manager.

This position reports to the Program Manager for Drinking Water Operation and Maintenance within the Environmental Public Health section.
This position has the option of a remote/hybrid work schedule. However, the candidate selected must reside in OR or WA and be able to report to the office when necessary. No Exceptions.
This position is is in the LIUNA Local 335 union.
Qualifications
Education and Experience:
The successful candidate will likely have a combination of education, experience, and qualifications equivalent to or including the following:
Bachelor of Science degree in environmental health, hydrogeology or geology, or a closely related area.
At least two years successful experience working with groundwater quality and/or protection of water resources.
All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered.
The ideal candidate will have the following strengths:

- Comprehensive knowledge of the principles, practices, and terminology of drinking water resources and protection.
- Standard methods and techniques of inspection, investigation, and evaluation work in water quality.
- Comprehensive knowledge of groundwater, well construction and operation, water quality, and drinking water treatment.
- Comprehensive knowledge of bacteriology, chemistry, physics, biology, and other sciences as applied to environmental public health.
- Comprehensive knowledge of environmental public health laws and regulations and investigative techniques.
- Strong data management, organizational, problem-solving, and analytical skills.
- Key components of cultural competency; awareness of differences, aptitude to examine beliefs and values, knowledge of differences and skills to work across cultures effectively and appropriately.
Ability to:
- Collaborate with coworkers, government agencies, stakeholders, industry professionals, businesses, and property owners.
- Interpret, apply, and/or enforce environmental public health laws, regulations, requirements, and policies when necessary.
- Recognize potential environmental health hazards and recommend corrective action.
- Work independently with minimal supervision and keen attention to detail.
- Demonstrate effective communication skills verbally, in writing, in-person, on the phone, and virtually.
- Effectively use various computer applications, databases, and office technology such as a smartphone, personal computer, Microsoft Office software, GIS, email, and internet to accomplish job functions.
- Effectively and respectfully work with persons from diverse backgrounds, including age, color, religion, national or ethnic origin, socioeconomic status, physical characteristics, sex, sexual orientation, gender identity, gender expression, marital status, veteran status, health status, genetic predisposition, political belief, mental or physical ability.
- Identify the role of cultural, social, and behavioral factors in determining the delivery of Public Health services.
- Work outdoors for extended periods under a wide variety of weather conditions.
- Perform work duties that require lifting of at least 50lbs, stooping, bending, walking over sloped and/or uneven ground and other varied environments and conditions.

Examples of Duties
Duties may include but are not limited to the following:
- Evidence of valid driver’s license, insurance, certified copy of current driving record (CCDR), and access to reliable transportation are required at time of hire.
- Must be able to respond to public health emergencies or exercises at any time, except while on scheduled vacation or other leave. In addition, leaves may be cancelled under public health emergencies.
- Must protect the privacy and security of protected health information as defined in State and Federal law.
- Must adhere to OSHA/WISHA guidelines, including but not limited to timely completion of mandatory trainings.
- Must adhere to the Department employee immunity policy and provide documents as requested.
- The successful candidate must pass a criminal background check, as required by RCW 43.43.830.

Retirement Information
All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
