The ideal candidate will bring strong experience working in a regulatory environment, with an understanding of how legislative and policy settings influence financial planning, reporting and decision-making. You’ll be comfortable supporting fee-funded and cost recovery activities, ensuring pricing and funding approaches are robust, transparent and aligned to relevant frameworks.

Responsibilities 

  • Support the implementation of financial plans and provide analysis of financial performance, risks and issues. 
  • Prepare accurate and timely financial reports and ensure robust assumptions underpin budgets and forecasts.
  • Advise on NZTA’s complex funding environment and support business case development.
  • Partner with the business to support fee setting and cost recovery, including providing insights on pricing assumptions, and advice on recovery strategies and impacts.
  • Support transparency and compliance through clear documentation of assumptions and methodologies and provide input into internal and external reporting requirements.
  • Enhance financial capability across the organisation. 
  • Drive process improvements and support decision-making through financial insights.

Ko koe tēnei | About you 

  • Demonstrated experience in a business partnering at a senior level. 
  • Qualified chartered accountant or equivalent. 
  • Demonstrated experience facilitating purposeful conversations with senior stakeholders to influence outcomes, build alignment and enable sound decisions in a complex environment. 
  • Proven ability to work collaboratively across teams and disciplines, building trusted relationships and influencing without formal authority.
  • Experience supporting regulated or fee-funded activities, including cost recovery and/or pricing models, with the ability to communicate complex methodologies clearly.
  • A high-level proficiency in the use and manipulation of financial data, reporting tools as well as Microsoft Excel.  
  • Knowledge of SAP would be an advantage.
  • Detail-oriented with strong quality assurance discipline, while able to step back, see the bigger picture and focus effort on what matters most.
  • Demonstrated ability to think strategically and with commercial acumen, make connections and appropriate decisions. 

You will demonstrate knowledge of, or a willingness to gain an understanding of Te Ao Māori and promote tikanga and Te Reo Māori. You will also have knowledge of, or a willingness to gain an appreciation of Te Tiriti o Waitangi (the Treaty of Waitangi) as it applies in the public service.

Our finance function enables NZTA to deliver its strategic and operational financial objectives and obligations.
