OVERVIEW OF MESA COUNTY PUBLIC HEALTHESSENTIAL JOB FUNCTIONS
The following duty statements are illustrative of the essential functions of the job and do not
include other non-essential or marginal duties that may be required.
● Greets and prepares patients for clinical visits; reviews medical history, obtains and
documents vital signs, administers routine immunizations, and collects blood and other
specimens for laboratory testing per established protocols.
● Ensures timely and accurate completion of all documentation, including patient
encounters, lab results, medical release forms, and consent documentation, in
compliance with HIPAA and regulatory standards.
● Assists providers with a full range of family medicine and women’s health procedures,
including but not limited to PAP smears, colposcopies, biopsies, IUD/implant insertions
and removals, endometrial biopsies, STD screenings, vasectomies, and comprehensive
physical exams.
● Assists with telemedicine visits as needed and directed.
● Accurately performs and documents results for routine diagnostic procedures and point-
of-care testing in the required electronic health records (EHR). These tasks include, but
are not limited to, blood draws, taurine screens, and rapid CLIA waived tests.
● Clearly communicates lab and diagnostic results to providers and patients as directed,
ensuring timeliness and confidentiality.
● Administers/dispenses oral and injectable medications, performs appropriate lab tests,
and completes routine hearing and vision screenings according to the ordering provider,
standing order, and per clinic protocol and training.
● Supports population health and quality improvement efforts by accurately entering and
tracking clinical data related to patient screenings, follow-up appointments, and
outcomes for chronic disease management, preventive services, and reproductive
health.
● Clearly explains clinical procedures to patients and addresses basic questions in a
professional and compassionate manner.
● Maintains a clean, organized and safe clinical environment, including but not limited to,
sanitizing exam rooms and medical equipment, accurately labeling and preparing lab
specimens for transport, completing routine inventory and stocking exam rooms.
● Coordinates care by managing medical record requests and tracking internal and
external referrals, resources, and programs required for the care model.
● Maintains laboratory compliance, participates in quality assurance activities, and
performs environmental lab-related tasks including, but not limited to, equipment checks,
temperature logs, inventory of control materials, documentation required for regulatory
audits (e.g., CLIA, OSHA), clinical point-of-care (POC) testing—such as pregnancy
tests, glucose tests, and rapid infectious disease screenings—in accordance with clinical
protocols.

and quality of care

● Demonstrates professionalism, punctuality, and strong time management skills.
Expected to actively contribute to a team-based care model, maintain flexibility to
support clinic needs, and uphold a patient-centered approach in all interactions.
● If bilingual, provide translation and interpretation for Spanish-speaking patients.
Otherwise, utilize appropriate language services, such as a language line, for proper
patient communication.
NON ESSENTIAL JOB FUNCTIONS
● Participates in emergency planning and response activities.
● Participates in agency-wide activities that may include strategic planning, quality
improvement, and/or staff development, as appropriate.
● Completes necessary training through FEMA, including Incident Command Structure
(ICS) courses.
● When a local declaration of emergency or disaster is declared by County leadership,
employees may be required to work as part of a National Incident Management System
(NIMS).
● Performs other duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience
● High school diploma or GED
● 2 years clinical or community health experience, preferred
OR
● Any combination of education, training and experience which provides the knowledge,
skills and abilities required for the job.
Licenses, Certifications and Registrations:
● Certification or Registration as a Medical Assistant, preferred
● Certification or Registration as a Phlebotomy Technician, preferred
● Valid BLS Certification or able to obtain within 6 months of employment
Computer and Technology
● Knowledge and ability to use Microsoft Office applications including, Word, Excel, and
PowerPoint.
● Knowledge and ability to use Google Applications including Gmail and Drive.
PHYSICAL REQUIREMENTS and WORKING ENVIRONMENT
● This position requires standing, stooping, sitting, bending, twisting, and lifting 10 pounds.
● Work is generally confined to a standard office environment.
● May be exposed to communicable diseases and infections
